Introduction to Public Financial Management System
The Public Financial Management System (PFMS),earlier known as Central Plan Schemes Monitoring System (CPSMS), is a web-based online software application developed and implemented by the Office of Controller General of Accounts (CGA). PFMS was initially started during 2009 as a Central Sector Scheme of Planning Commission with the objective of tracking funds released under all Plan schemes of GoI, and real time reporting of expenditure at all levels of Programme implementation.
Subsequently in the year 2013, the scope was enlarged to cover direct payment to beneficiaries under both Plan and non-Plan Schemes. The latest enhancement in the functionalities of PFMS commenced in late 2014, wherein it has been envisaged that digitization of accounts shall be achieved through PFMS and the additional functionalities would be built into PFMS in different stages. Beginning with Pay & Accounts Offices payments, the O/o CGA did further value addition by proposing to bring in more financial activities of the Government of India in the ambit of the project.

Gradually, it is envisaged that digitization of accounts will be achieved through PFMS and starting with the payment of salary and accounts offices, O / o CGA has brought more financial activities of the Government of India under the purview of PFMS.

As the backbone of the Government of India payment system, PFMS is integrated with the core banking system in the country, and therefore, almost every beneficiary / vendor has the unique ability to validate the account before proceeding to online payment.
Currently, PFMS has interfaces with the core banking system (CBS) of over 300 banks, including all public sector banks, all regional rural banks, major private sector banks, Reserve Bank of India, India Post and cooperative banks. .
Over time, integration has to become universal, that is, to establish interfaces with all banks operating in India. An interface with the National Payments Corporation of India (NPCI) has also been developed which facilitates verification for Aadhaar-linked payments.
In this background, O / O CGA intends to replace the current PFMS system in PFMS 2.0 with a dedicated focus on improving process and user experience, adding more functionality to core functional areas and across platforms to cater to all Drive end to end the digital experience.
Stakeholders need better performance for tomorrow's peak and non-peak loads. The following major technical areas are envisaged to address:

Comprehensive Cyber Security Framework
Comprehensive test framework (unit, black box, white box, load and display)

The objective of the Non Tax Receipts Portal (NTRP) is to provide a one stop window to citizens / corporates/ other users for making online deposits of Non-Tax receipts due to Government of India (GoI).
NTRP uses the modality of Payment Gateway Aggregator (PGA). A depositor can therefore make online deposit using Credit Card, Debit Card or through Net Banking of any of the banks integrated with the PGA. At present, SBIePay is the PGA for NTRP.
NTRP is integrated with the accredited banks of different Ministries. Therefore any deposit made through it would also be captured in the accounts of the respective Pay and Accounts office (PAO).
This portal shall serve all those GoI departments/ministries who do not have any existing solution for online collection of their receipts.
