In Gandhinagar, non-reserved people are also on the ground over the LRD controversy. Community leaders met with the collector and demanded that the GR, which is currently in force, not be repealed. A march of non-reserved class has also taken place in Gandhinagar and before that they were supposed to go to Satyagraha camp but by the order of the collector they have left for Raj Bhavan. Women are protesting on the streets. As far as we are writing this news, the non-reserved class rally is going towards Raj Bhavan. "We are ready for a discussion with the government," said protagonist Dinesh Bambhaniya.
What's the whole matter?
When any recruitment comes, it is decided on the basis of seat reservation. Thus the seat is decided according to General, ST, OBC or SC. Different merits are also prepared for this. If a woman belongs to ST, SC or OBC category and her marks are higher than the general category then she should be included in the general that there is a controversy going on. There is a circular dated 1-8-2018 in which women are not included in the general category and this has sparked controversy. The reserved class is demanding that if there are more marks than the generals, they should be selected in the general category while the opposition to this decision has also started by the non-reserved class people.

After the resentment of the reserved class in the LRD recruitment, now the state government is facing the resentment of the non-reserved class. It may be mentioned that the government had yesterday bowed down to persuade the women of the Amanat class who have been sitting on the agitation at the Satyagraha camp in Gandhinagar for the last 65 days and promised to cancel the circular dated 01-08-2018 as well as issue a new circular with amendments. Today, the matter has sparked outrage among the non-reserved class. PAS leader Dinesh Bambhaniya has made a big statement in this regard. Dinesh Bambhaniya has announced to give up food and water from today. Dinesh Bambhania as well as some women from the non-reserved class are going on a fast from today.
It may be mentioned that the reserved women candidates were also in the mood to fight today. He rushed to meet the Gandhinagar District Collector with a demand not to cancel the circular as well as not to make any changes in it. They then marched towards the Chief Minister's Office with a rally. However, instead of going to the CMO after a while, they decided to picket the Satyagraha camp.
The Women's Reservation Bill remains the biggest embrace of Indian politics. It is neither getting out of it nor swallowing it. For the last more than ten years, there will hardly be a Parliament session in which the matter of Women's Reservation Bill has not been raised.
This is the Bill of 85th Amendment to the Constitution. Under this, there is a provision for reservation on 33 percent seats for women in Lok Sabha and state assemblies. Out of this 33 percent, one-third seats are to be reserved for women belonging to scheduled castes and tribes. The way this reservation bill is being prevented from being passed repeatedly for the last several years or there is opposition from it in political parties, it seems that it can hardly be passed in Parliament.
The bill was first introduced in the Deve Gowda-led Lok Sabha in 1996, even then an opinion could not be formed in the ruling side. Even then, the bill was opposed by Sharad Yadav and last year when the bill was being introduced, Sharad Yadav opposed it. In 1998, when the then Law Minister Thambi Durai stood up to introduce this bill, there was so much uproar and scuffle in the Parliament, after that, the copy of the bill was torn in the Lok Sabha itself.
This is the best time to amend the constitution for 33 per cent reservation for women in the Lok Sabha and legislative assemblies. The Constitution Amendment 108th Bill for Women's Reservation is already passed in the Rajya Sabha. The bill was passed in the Rajya Sabha in 2010, but it was not passed in the Lok Sabha then and it was repealed in 2014 with the dissolution of the Lok Sabha.
Since the Rajya Sabha is a permanent house, this bill is still alive. Now if the Lok Sabha passes it, it will become law after the approval of the President. The 2019 Lok Sabha elections can be held under the new law and the new Lok Sabha can have 33 percent women. But now there is only one year left to do so.
Then Congress President Rahul Gandhi had said that if the Congress government comes to the Center, it will bring the Women's Reservation Bill, the ball was put in the BJP's court. The commitment of the Congress is evident in this sense as the party that brought the Constitution Amendment Bill for women's reservation.
The Congress has already passed it in the Rajya Sabha while remaining its government. Apart from this, the Congress government has already implemented women reservation in panchayats in 1993, which is running successfully in panchayats. Now the NDA and the BJP have to prove that they are serious and honest on the question of women's reservation. The Congress party has already been in support of the Women's Reservation Bill and now Rahul Gandhi's letter has stamped it.
Former Congress president Sonia Gandhi has always been in favor of women. He says that there is a need to make women more powerful in India. She had demanded from the Modi government in the last session that the Women's Reservation Bill be passed.
Looking at the average of women in Parliament, the world average is 22.6 percent. According to the Inter Parliamentary Union report, India ranks 148th among the 193 countries in the world in terms of representation of women in Parliament.
